Robert T. Torres, legal counsel to the Commonwealth Port Authority (CPA), relaxes in a KC-135R Stratotanker during a tour farm on Joint Base Pearl Harbor-Hickam, Hawaii, Sept. 19, 2018. Torres was part of the land lease negotiations for future use of the Tinian International Airport between the Commonwealth of the Northern Mariana Islands, the CPA and Department of Defense civilians, contractors and service members. The U.S. Air Force wants to utilize the airport for military divert operations, humanitarian assistance staging, exercises, and other aircraft support activities. This will establish additional divert capabilities to support and conduct current, emerging and future USAF exercises, while ensuring the capability to meet mission requirements.
