A BUFF is heading toward its target at Pele Bombing Range, Hawaii. For this September’s Koa Lightning, B-52 aircrews dropped inert weapons on their targets for the first time. The aircraft were talked in to the targets by joint tactical air controllers, or JTACs, on the ground.
