Charles Nicholls, Pacific Air Forces (PACAF) historian, gives an account of the Pearl Harbor attack for a group of more than 30 foreign attachés during a tour to Headquarters PACAF, Joint Base Pearl Harbor-Hickam, Hawaii, Oct. 23, 2018. PACAF leadership and foreign attachés discussed the importance of partnerships in the Indo-Pacific and that all countries should have a voice in shaping the international system. Based in Washington D.C, each attaché represents their respective military and is given the opportunity to travel to different U.S. bases every six months to build stronger relationships with their counterparts.
