AFOC personnel transition to DBIDS

OSAN AIR BASE, Republic of Korea --  Republic of Korea Air Force Operations Command, join U.S. military members assigned to Osan Air Base by enrolling in the Defense Biometric Identification System beginning June 6.

DBIDS is an automated computer database designed to identify people entering U.S. Forces Korea installations by their common access card, explained Tech. Sgt. Kerry Thompson, 51st Security Forces Squadron.

The ROKAF transition into DBIDS is significant in many ways, Thompson said. This change allows everyone to operate on the same system leaving no doubt as to the legitimacy of those allowed access to the installation.

The system is designed to defeat counterfeit identification documents by using positive identification measures such as barcodes, photograph and fingerprint verification.

DBIDS will track card holders coming on base as well as guests and vehicles they bring onto the installation, he said.

"The purpose is to restrict access to the base by unauthorized individuals," said Bryan Kwasniewski, 51st SFS plans and programs chief.

Once registered, all AFOC personnel are responsible for the same rules as U.S. service members like restricted parking guidelines and mobile phone use while driving.

All DBIDS cardholders over the age of 16 have the ability to sponsor up to four guests and one vehicle on base. Children 10 years and older must be registered in DBIDS, but cannot sponsor individuals until they turn 16-years-old.

When a cardholder sponsors an individual on the installation they are then responsible for that individual for 100 percent of their duration on the installation.

"We have important assets that we need to protect here at Osan," Kwasniewski said. "DBIDS assists us in protecting those assets."

To register in DBIDS, individuals must have a second form of identification to verify their Korean identification number. To register a vehicle, they must bring an official driver's license, proof of vehicle registration and insurance to register their vehicle.

All AFOC personnel are required to register in DBIDS by July 1. Individuals can register themselves, dependants and vehicles at Osan's Pass and ID office at Bldg. 765.

대한민국 오산비행장 --2012년 6월 6일자로 오산기지내에 배속된 미측과 마찬가지로 오산비행장에 주둔하는 한국공군 작전사령부 본부 및 기타 부대 소속 한국장병과 그 가족들에게도 생체인식신분증명시스템(DBIDS)이 시행됩니다.
51 헌병대대 탐슨 중사는, DBIDS란 기지를 출입할 때 자동화된 컴퓨터데이터베이스를 통해 일반 출입카드를 인식하여 식별하는 시스템이라고 설명했습니다.
한국공군의 DBIDS로의 전환은 여러가지 측면에서 아주 중요합니다. 일원화된 기지 출입 시스템을 통해서 기지 출입의 합법성에 대한 어떠한 논란도 일어나지 않게 될 것입니다.
새로운 시스템은 바코드나 사진, 그리고 지문인식 같은 방법으로 위조된 신분증을 식별하도록 만들어졌습니다.
"DBIDS는 신분증 소지자 뿐만 아니라 에스코트 받은 방문객과 차량까지 확인할 수 있습니다."라고 탐슨 중사는 말했습니다.
51헌병대대 계획 및 프로그램 책임자인 브라이언 콰즈니스키씨는, "새로운 시스템의 목적은 비인가자의 기지 출입을 제한하기 위한 것입니다."라고 말했습니다.
새 시스템에 등록된 모든 한국공군측 인사들은 미군과 마찬가지로 주차 규정을 준수해야 하고 주행중 휴대폰 사용이 제한됩니다.
만 16세 이상 신분증 소지자는 차량 한 대와 최대 4명까지 에스코트 할 수 있습니다. 10세 이상 어린이는 DBIDS에 반드시 등록해야 하는데, 16세가 될 때까지는 개인 에스코트를 할 수 없습니다.
에스코트 하는 사람은 방문자가 에스코트를 받아 기지 내에 머무르는 동안 방문자와 관련하여 100% 책임을 져야 합니다.
"오산비행장에는 보호해야 할 중요한 자산들이 있는데 DBIDS가 이런 자산들의 보호를 용이하게 해줍니다."라고 콰즈니스키씨는 말했습니다.
DBIDS 시스템 등록을 위해서는 주민등록번호를 확인할 수 있는 제2신분증을 소지해야 하고 차량등록을 위해서는 운전면허증과 차량등록증 그리고 차량가입보험영수증을 가져와야 합니다.
7월 1일까지 모든 한국공군측 인사들은 오산비행장 패스과(건물번호 765)에서 본인과 가족 그리고 차량을 DBIDS시스템에 등록하기 바랍니다.
